Position in the organization
The Humanitarian Programme Officer works as part of the Humanitarian team within the International Programme Department, reporting to the Manager Humanitarian Programmes and works in the office of
Plan International in the Netherlands in Amsterdam.
What will you do?
For this position we are foremost looking for a pro-active multi-tasker who is solution driven and capable of keeping focus under high time-pressure. As Humanitarian programme officer you will work in a diverse and dynamic team on humanitarian trend analysis, programme grants management, acquisition, monitoring and reporting.
More specifically, this role has a high focus on acute crisis response coordination ensuring Plan International is a fast responder in Humanitarian situations with a specific focus on (adolescent) girls in crisis.
Our ideal candidate for this position operates with a strong sense of team spirit and seeks collaboration but is able to make informed decisions independently and rapidly. Prior experience in the Humanitarian sector is a requirement, preferably in a dual-mandate organization. Experience in acute crisis humanitarian response (in-country) is an advantage. In this role you will liaise closely with other teams in the International Programmes department such as Project finance team and the Knowledge Learning and Innovation team as well as with Plan International Country Offices and the global federation.
You will be based in Amsterdam with frequent visits to Plan International’s programme countries when required and feasible.
You coordinate, manage, monitor and evaluate existing and new humanitarian programmes:
- You support the management of humanitarian programmes in collaboration with our country offices including the development of work plans, facilitation of startup workshops for new programs, and monitoring of project progress and delivery of results
- You support country offices in ensuring quality programme implementation and capture learnings
- You are responsible for donor reporting and compliance on humanitarian programmes
- You liaise with relevant internal departments and ensure shared learning and use of expertise
- You monitor developing crises and prepare, coordinate and launch emergency fundraising campaigns in coordination with other departments and in collaboration with country offices
- You support identification of new acquisition opportunities for acute crisis response projects, for example at the Ministry of Foreign Affairs, Foundations and companies
- You support the Business Developer in developing and writing project proposals for acute crise responses in close collaboration with the Country Office. This will include coordinating calls in alliance with other NGOs, supporting Country Offices in drafting project proposals including budgeting, and preparing and coordinating bids.
You contribute to policy development and capacity building:
- You support in ensuring that gender is mainstreamed in all our humanitarian programs
- You maintain and grow our network with relevant cooperation partners
- You constantly explore ways of approaching emergencies in innovative manners.
What will you bring?
We are looking for an excellent communicator and networker that is comfortable representing Plan’s core values and standpoints in international alliances and has a natural talent for identifying opportunities and swiftly acting upon them. The ideal candidate is a multi-tasker who is result driven and capable of keeping focus under time-pressure. You are a true problem solver and work best as part of a team. Ideally you have pre-existing knowledge of the (Dutch) humanitarian sector and donor-landscape.
In addition, you meet the following criteria:
- Master’s degree in international development or equivalent
- Minimum of 4 years of professional experience in humanitarian programming. In-country experience in implementing and managing humanitarian programmes is an advantage
- Experience with successful fundraising in humanitarian settings, including developing high-quality proposals to institutional donors
- With experience in representation of organisational core values and standpoints
- Conversant with the international humanitarian architecture. Demonstrated prior experience of engaging with the humanitarian coordination system at local, regional and global levels
- Good understanding of Humanitarian standards incl. Core Humanitarian Standards, SPHERE, International Humanitarian Law
- Fluency in English, both written and spoken; proficiency in Dutch is a strong advantage whereas proficiency in French or Spanish desirable
- Ability and willingness to travel to humanitarian crisis project countries at short notice
- Affinity with the work and values of Plan International.

An inspiring job in an international organisation with an inviting atmosphere. A fulltime workweek with us is 35 hours. These hours are usually flexible and could, for example, also be spread out over 4 working days. We work from home for about 50% of the time and the other 50% we spend in our office in de Baarsjes in Amsterdam.

- A gross monthly salary of between € 3.115,- and € 4.000,- for a fulltime workweek of 35 hours a week, depending on your background and experience
