Analyzing Dutch policy on counter terrorism and preventing violent extremism through a gender lens

As many other European countries, the Netherlands is struggling with targeted choices and effective policies for repatriation, reintegration and rehabilitation of female supporters and members of terrorist and violent extremist groups. With a growing number of Dutch women and their families wishing to return from former ISIS territories, this has become an urgent issue. Meanwhile, the Netherlands is committed to integrate a gender lens in counter terrorism measures, through UN Security Council Resolution 2242 and the 4th National Action Plan 1325 on Women, Peace and Security

The aim of the session is to assess with academics, CSOs and policy makers how to engage with women who joined terrorist organizations. How do we develop responses to Foreign Terrorist Fighters (FTFs) that recognize the gender dimensions of radicalization and recruitment to violent extremism? That uphold principles of rule of law and that respect the human rights of those accused and those affected - including victims and survivors of IS crimes? And how to design and develop a coherent policy that considers the notion of state security, as well as the perspective of human security?
 
This session will be conducted under Chatham House Rule. The Dutch Special Representative on Countering Terrorism, Mr Huib Mijnarends, and Ms Azadeh Moaveni, Gender Project director at International Crisis Group will provide keynote speeches. Other speakers are:

  • Elanie Rodermond, assistant professor criminology Vrije Universiteit
  • Tamara Buruma, lawyer at Prakken d’Oliveira
  • Ms Cynthia de Ligt, Program Manager Detention and Reintegration of Extremists and Terrorists, Ministry of Justice and Security
